Manager* Site Operations (Facilities Management) 

 

The Site Operations (SO) department provides site facilities operation, site functionality through maintenance, unplanned repairs and technical support, provision of process related services as well as support services to the entire site consists of Production, Laboratories, warehouse, offices and technical areas. Site Operations Manager is responsible to support the provision of a ready-to-operate infrastructure at defined service levels, strategic planning of services, operational controlling for service provision (time, cost, quality) and the consolidation of information for corporate levels and functions. The SO Manager should intensively be involved during the construction project and accompanies the subsequent shutdown and commissioning of the building as one of the key point of contact person for all future responsibilities of the SO Department. After the building has been commissioned, this position is responsible for the reliable operation of the technical systems and the organisation as well as supervision of maintenance and repair works.

 

 

Your main responsibilities are:

  • Managing service providers and contractors as well as negotiating terms and conditions of service agreements for routine services
  • Provide input to Budgeting process and manage expense based on allocated budget
  • Project Management of new services or technical changes in the infrastructure or area of responsibility.
  • Demonstrate full competency when handling the following systems:
    • Heating, ventilation and air-conditioning (HVAC) for GMP and non-GMP environment
    • Freezer & Cold Storages.
    • Black and clean utilities including potable water, Purified water, compressed air, Nitrogen(Liquefied & gas), clean steam, chilled water and hot water.
    • Liquid & solid waste management.
    • Electrical power supply system including UPS and emergency power generators.
    • Fire detection and protection system.
    • Access control and CCTV surveillance system.
  • Manage independently with the support from third party provider on the following services to support site operations:
    • Hygiene management for GMP and non-GMP areas.
    • Site wide pest management program.
    • Laundry management for plant / cleanroom garments.
    • Sitewide Landscape & horticultural.
    • Consumables and PPE inventory and deployment management.
  • Advise and support the necessary qualification required for new utilities equipment installation, and ensure adequate preventive maintenance is created subsequently as well.
  • Identify and put up recommendation in the CAPEX plan for any equipment replacement and overhaul based on the existing condition or end of life usage.
  • Lead and manage change control on project activities or act as technical advisor for plant modifications, capital projects and other identified plant improvement projects in line with defined specifications, budget and qualification of facilities in accordance with site to approved procedures.
  • Planning and implementing plant maintenance, managing of engineering resources during plant turnaround and annual shutdown.
  • Notify Management in a timely manner of regulatory inspections, serious EHS/GMP deficiencies.
  • Adhere to any applicable Safety Health & Environmental (SHE) requirements.
  • Coordinate with the prescribed IFM partner to ensure that BioNTech requirements and needs are met in a complaint and effective manner.

  • Any other duties as assigned by supervisor.

 

 

What you have to offer:

  • Bachelor’s degree in engineering (Electrical or Mechanical), Facilities Management or its equivalent.
  • At least 7 years operational experiences in a technical environment, preferably with focus on facility & utilities management of similar industry.
  • GxP-related experience is a plus.
  • Excellent knowledge in operation and maintenance of utility equipment; familiarity with P&ID, control philosophy, HVAC system etc. will be advantageous.
  • Very experienced in leading and coordinating external suppliers.
  • Extensive technical knowledge and professional experience required.
  • Project Management Skill.
  • Management experience in leading a team of third party’s engineers or technicians.
  • Professional certifications such as Singapore certified Energy Manager (SCEM), Licenced Electrical worker / Technician (LEW/ PE) grade 7,8 or 9, Greenmark Manager etc will be advantageous.
  • Ability to effectively communicate via writing and oral communication with internal and external personnel.
  • Provides solutions / alternatives to solve difficult problems with creative and practical solutions.
  • Adhere and act strictly in accordance with BioNTech policies.
