Manager* Procurement 

 

This is a start-up role where the Procurement Manager will contribute significantly to the early phase of the procurement start-up operations in Singapore and the APAC region. He/She will partner with the Global Team, establish an effective supplier network, and develop the operations flow for procurement operations within Singapore and APAC. This role reports directly to the Associate Director Procurement based in Singapore.

 

 

Your main responsibilities are:

  • Executes the site procurement strategy according to and in compliance to the overall Global Procurement Policy

  • Effectively delivers local and regional procurement operations and activities, including and not limited to sourcing, procurement and purchasing for Singapore and the APAC region

  • Exhibits in-depth transversal knowledge and able to manage a wide spectrum of indirect spend categories, including but not limited to Engineering and Facilities, IT Infrastructure and applications, logistics and warehousing, contract lab testing and corporate spend categories related to HR, Finance, Legal, professional and consultancy services

  • Develops integrated procurement strategies that supports organizational needs (i.e., Identify opportunities for leverage, mitigate supply risks and manage suppliers’ performances)

  • Collaborates cross-functionally with key stakeholders to identify business needs, drives the procure to pay process and supports the commercial activities within the organization

  • In-depth knowledge on overall contract management framework, able to advise stakeholders where appropriate and can work with the Legal team to design internal master service agreement and contract templates

  • Works with Finance and key users to resolve operational roadblocks

  • Trains and provides guidance to future teammates within Procurement and to stakeholders

  • Supports the roll-out and implementation of ERP system for Procurement as key user for Singapore

  • Manages and drives organizational level and/or procurement-led projects and initiatives as and when assigned

 

What you have to offer:

  • Preferably bachelor’s degree or equivalent with at least 7 years of relevant working experience managing spend categories and procurement operations in a pharmaceutical/biotech industry. Good knowledge of cGMP requirement in a manufacturing environment

  • Possess strong business acumen with good hands-on experience in Procure-to-Pay and Source-to-Contract processes. Able to set up the local contracts management framework and administers systematically and effectively

  • Possess good understanding of suppliers’ landscapes within SG and APAC region, independent, resourceful and can drive and engage stakeholders with minimal supervision

  • Self-starter, meticulous, highly organized, and strong leadership skills. Able to collaborate positively with all levels in a cross-matrix environment. Resilient, adaptable and can navigate through ambiguity, competing priorities and limited resources in a typical start-up environment

  • Proficient in Microsoft Office, DocuSign, SAP S4/Hana ERP system. Preferably with experience in roll-out and implementation of SAP and Coupa for P2P

  • Good written and fluent English proficiency. Able to articulate and present well.
